Cities buy docks that were designed 10+ years ago, and drastically over-engineered. When asked to guess how much they cost, most people underestimate by a factor of 10 or more.

2. Charging costs
Vehicles must be manually charged.
(for docked + dockless)
Vehicles are either free-floating, or have docks that do not actually charge the vehicles (a common misconception). The result: a huge team of people driving around big internal combustion trucks, manually swapping the batteries of every single vehicle.
